DRAFT – FOR ADVANCE NOTICE AND TEAMING PURPOSES ONLY.
This Draft Request for Project Proposals (RPP) is being released for informational purposes to provide prospective offerors with advance notice of a potential upcoming solicitation and to facilitate teaming and partnership discussions.
The objective of the Draft RPP is to solicit proposals for the development and advancement of Before Day One influenza vaccine candidates. BARDA seeks to advance broadly protective influenza vaccines capable of providing routine seasonal protection while also providing meaningful cross-protection against influenza viruses with pandemic potential.
Through this Draft RPP, BARDA intends to advance promising Before Day One vaccine candidates from preclinical development through manufacturing and clinical evaluation, with emphasis on demonstrating breadth of protection, establishing IND readiness, developing scalable manufacturing processes, and generating clinical evidence supporting seasonal performance and potential pandemic benefit. The ultimate objective is to establish a sustainable seasonal vaccination capability that provides population-level protection before a pandemic begins, complementing subsequent deployment of strain-matched pandemic vaccines.
Proposers Conference and Teaming Connect
A Proposers Conference and Teaming Connect will be held: Thursday November 12th at 1PM ET.
This will be a virtual “connect” session via Zoom to help RRPV members collaborate and partner in relation to the technical capabilities required in the RPP. Organizations interested in teaming will be allowed a 3-5 minute pitch presentation. Pitch presentations will describe information relating to an organization’s ongoing work, organizational capabilities, and partnering preferences. Contact information for each presenting organization will be provided on each slide so that audience members can follow up directly with whomever they would be interested in connecting with.

Proposals are not being solicited or accepted at this time. This Draft RPP does not constitute a formal solicitation, request for proposals, or commitment to make an award. All requirements, dates, technical content, evaluation criteria, and other information contained herein are preliminary and subject to change prior to release of the final RPP.
Interested organizations should not submit proposals in response to this Draft RPP. Instructions and deadlines for proposal submission will be provided with the final RPP, if and when released.
